THOMAS A. HAINE

State’s Attorney Tom Haine is the chief law enforcement officer of Madison County, Illinois. In that role he is the statutory legal counsel for Madison County government and its officials. He directs a team of more than 60 prosecutors and professionals at the States Attorney's office to ensure justice is conducted fairly, professionally and ethically under the law. 

Tom was born and grew up in Alton, Illinois. He graduated from St. Mary's Grade School, Marquette High School, Princeton University (BA), and Washington University School of Law (JD). 

After law school, Tom served for four years in the Active-Duty United States Army, primarily as a JAG prosecutor and command legal adviser. 

After the Army he worked as a private attorney and spent a year serving as a law clerk for Judge Raymond Gruender of the U.S. Court of Appeals for the Eighth Circuit. 

Tom and his wife Eva, live in Alton with their five children.
